This is a nice tool to manage virtual environments. Should be one of the first things to install, as good practice is to put all the packages relevant to a project inside a virtual environment. Here follow steps to get it working (on Ubuntu-18 in WSL).
sudo apt-get update

sudo apt install python3-pip
It asks for restarting services
it asks for package configuration (configuring libssl1.1:amd64)
service to restart: ssl

sudo pip3 install virtualenvwrapper
Complains about the hook.loader after running the script .sh
Now following the article, putting the following in .bashrc:
#virtualenvwrapper
export WORKON_HOME=$HOME/.virtualenvs
export PROJECT_HOME=$HOME/gl
export VIRTUALENVWRAPPER_PYTHON=/usr/bin/python3
source /usr/local/bin/virtualenvwrapper.sh
And now it works!
making virtualenv,
pip freeze in the env (empty)
pip install flask
run python (appears to be version 3.6.8)
import flask
works!
...indeed pip and python come without the 3 inside the env.
